The International Telecommunications Union is the global governing body for the Radio Frequency Spectrum. The ITU was created in 1865 as the International Telegraph Union. The ITU's initial mission was to develop connections between countries for the telegraph communications industry. In 1932 the ITU changed it's name to the current International Telecommunications Union for the purposes of coordinating newer technologies within the communications industry. In 1947 the ITU entered into agreement with the newly created United Nations to become a specialized agency of the UN. In 1949 the ITU became an entity of the UN.
